He knows he NEEDS planning but what he won't know is whether it has any chance of being approved. With retrospective issues, we can't say the design should be xyz to meet the required planning policies, so all we can do is our best to justify why what he has already done should be approved. If we think no chance, we'll tell him to save his money and comply with the order and of course if it does have a chance, we'll tell him which app type would give best chance of success, what will be required with this and likelihood of success. This is a red hot lead so good luck, should be a PA at least and high chance of a deal too.
